    "(4) The legislature finds that in the case of Highway 520, selected under this chapter, public support has not been demonstrated and therefore the secretary shall not proceed.  Among the demonstrations of nonsupport for inclusion of Highway 520 are:

(a) The city and town councils of Medina, Hunts Point, and Yarrow Point, having been informed of the plans for the highway and bridge by representatives of the department of transportation and its private contractors, voted unanimously to oppose the project and have made public statements to that effect;

(b) Seven community councils of affected Seattle neighborhoods including Portage Bay-Roanoke Park, Madison Park, Eastlake, Montlake, Ravenna-Bryant, Laurelhurst, and Wallingford voted to oppose the project after learning of the plans;

(c) No city council in the area has favored the toll project;

(d) The Metropolitan King county council voted unanimously to oppose current department of transportation plans for Highway 520 unless corrective actions are taken;

(e) Five citizens' groups, on learning of studies by the contractors showing that imposition of tolls on Highway 520 would shift more than thirty percent of present traffic to other local roads and highways of the area, officially expressed their opposition to the project; and

(f) More than ten thousand citizens have signed petitions in opposition to the toll project."
