     On page 4, after line 4, insert the following:

      "NEW SECTION. Sec. 3.  As of the effective date of this act, the department of ecology may not issue a permit for a municipal solid waste landfill facility that would cause more than twenty acres of wetlands to be filled.

NEW SECTION. Sec. 4.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately."

     Renumber remaining sections consecutively, correct internal references accordingly, and correct the title.

EFFECT:  Prohibits the Department of Ecology from issuing a permit for certain landfills that would require more than 20 acres of wetlands to be filled.
