    On page 1, line 11, after "Sec. 1997e" strike "(b)(2)"

    On page 2, on line 11, after "United States attorney general or the" strike "attorney general's designee" and insert "appropriate federal district court"

    On page 2, on line 14, after "United States attorney general or the" strike "attorney general's designee" and insert "federal district court"

    On page 2, at the beginning of line 18, strike "the attorney general's designee" and insert "the federal district court"

EFFECT:  Deletes unnecessary reference to the attorney general's designee.  Inserts reference to the federal district court to ensure consistency with manner in which the federal certification process is currently handled for inmate grievance programs in Washington State. Replaces a narrow reference to federal statute with a broader reference in order to facilitate implementation of the act in a manner that is consistent with current practice.

    On page 1, line 15, after "that" strike "are" and insert "is"

EFFECT:  The changes the Department is directed to seek to its federally certified grievance program are altered in two ways:  1) the fee an offender is assessed for a grievance filed in other than good faith is increased from $2 to $5; and 2) the number of grievances that an offender can file in other than good faith without being assessed a fee is reduced from 2 to 1.
