Modifying the stamp discount for cigarette wholesalers and retailers.



    AN ACT Relating to stamping discounts to cigarette wholesalers and retailers who purchase large quantities of stamps; amending RCW 82.24.070; providing an effective date; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    Sec. 1.  RCW 82.24.070 and 1987 c 496 s 5 are each amended to read as follows:

    Wholesalers and retailers subject to the provisions of this chapter shall be allowed compensation for their services in affixing the stamps herein required a sum computed at the rate of ((four)) eight dollars per one thousand stamps purchased or affixed by them.  The department shall review, at least every two years, the compensation under this section, and adjust the amount to reflect changes in the consumer price index and the excise rate under this chapter, according to a method adopted in rule by the department.

 

    NEW SECTION.  Sec. 2.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect July 1, 1995.
