(DIGEST AS ENACTED)

     Establishes the state agency parking account.

     Authorizes state agencies to impose a surcharge on the parking rental fees established by the department of general administration at state-owned and leased properties to assist in the agency's commute trip reduction program.

     Provides that all institutions of higher education are exempt from the requirements to deposit parking fees in the state vehicle parking account.

     Requires agencies to establish a committee of public employees to advise on parking fees.

     Provides that, after July 1997, agencies shall not enter into leases for employee parking in excess of building code requirements, except as authorized by the director of general administration.

     Requires a report on the implementation of the act by December 1, 1997.
