     Declares an intent that home and community services be greatly expanded and promoted.

     Calls for increased involvement of registered nurses and other health care professionals in community-based, long-term care settings.

     Provides for a study of the safety and cost effectiveness of nurse delegation.

     Imposes a moratorium on new Medicaid nursing facility contracts until December 31, 1998.

     Reformulates nursing home reimbursement rates.

     Declares that individuals should be financially responsible for their own long-term care whenever possible.

     Increases the penalties for knowing acceptance of assets which have been illegally transferred.
