SB  6061 - DIGEST

     Establishes a state board on water resources and water quality, with members representing all regions of the state.

     Directs the departments of health and ecology to provide staff support to the board.

     Specifies a methodology for regional water resource planning.

     Designates general policies to regulate and control the granting of water rights.

     Creates the water escrow account for the costs of basin-wide water rights adjudications.

     Revises the provisions establishing fees for water rights activities.

     Revises procedures for pollution control board hearings.

     Provides for a water rights programs review task force.

     Repeals RCW 90.03.471.
