On page 2, after line 17, insert the following:
"NEW SECTION. Sec. 3. (1) A joint select committee on intact dilation and evacuation abortions is created. The committee shall consist of the following members:
(a) Two members from each of the two largest caucuses of the house of representatives to be appointed by the speaker of the house;
(b) Two members from each of the two largest caucuses of the senate, to be appointed by the majority leader of the senate;
(c) Two physicians, to be appointed by the governor;
(d) Two attorneys, to be appointed by the governor; and
(e) Three citizens, to be selected by the appointed members.
(2) In the case of each of the appointments under subsections (1)(a),(b),(c), and (d), one of the two members shall be a person who views the preservation of a woman's right to choose whether or not to have an abortion as paramount and the other of the two members shall be a person who views the preservation of an unborn child's life as paramount.
(3) The committee shall conduct hearings around the state for the purpose of examining the use of intact dilation and evacuation as an abortion procedure.
(4) The committee shall use legislative staff and facilities, but may hire additional staff with specific technical expertise if such expertise is deemed necessary to carry out the purposes of this section. Each member of the committee shall receive compensation in accordance with RCW 43.03.240, and shall be reimbursed for travel expenses in accordance with RCW 43.03.050 and 43.03.060. All expenses of the committee, including travel, shall be paid jointly by the senate and the house of representatives.
(5) The committee shall report its findings to the legislature no later than July 1, 1998.
(6) The committee shall expire July 1, 1998."
Renumber the remaining section and correct the title.
EFFECT: Creates a joint select committee to study the use of dilation and evacuation abortion procedures.
