On page 1, beginning on line 5, after A(1)@ strike everything through Aboard.@ on page 4, line 24, and insert AThe higher education coordinating board shall study the feasibility of creating a pilot project that will permit up to one hundred needy students to use their state need grant awards when the students attend an historically black college or university.
(2) The study shall include a description of one or more ways to design an aid portability pilot project for the purposes described in subsection (1) of this section. The study shall consider the feasibility of limiting the number of participating institutions of higher education. In its development of a design for a project, the board shall consult five or more historically black colleges that may include, but need not be limited to Morehouse College, Howard University, Spelman College, Grambling State University, and Tuskegee University.
(3) In its project design, the board shall consider ways to encourage participants in the pilot project to return to Washington after their studies to use their education to benefit all of Washington=s citizens.
(4) The board shall report is findings and recommendations to the governor and the house of representatives and senate committees on higher education by November 30, 1997.@

EFFECT: The Higher Education Coordinating Board will study the feasibility of creating a pilot project that permits up to one hundred needy students to use their need grant awards when the students attend an historically black college or university. The study will include one or more possible designs for an aid portability pilot project. Some of the elements of the study are described. By November 30, 1997, the board will report its findings and recommendations to the governor and the House and Senate Higher Education Committees. The board will not implement a pilot project that permits up to one hundred students to use their need grants to attend an historically black college or university.
