ANEW SECTION.  Sec. 405.  NULL AND VOID CLAUSE.  If specific funding for the purpose of subsidizing the enrollment of not less than two hundred thousand residents in the basic health plan, pursuant to chapter 70.47 RCW, is not provided by June 30, 1997, in the omnibus appropriations act, this act is null and void.@
