On page 22, beginning on line 12 of the striking amendment, strike all of subsection (4) and insert the following:
A(4) Any unappropriated moneys in the stadium and exhibition center account not required or permitted to be used for the purposes described in subsection (3)(a) and (b) of this section shall be deposited in the play field and activity center account hereby created in the custody of the state treasurer. Only the state treasurer or the treasurer=s designee may authorize expenditures from the account. The account is subject to the allotment procedures under chapter 43.88 RCW, but an appropriation is not required for expenditure. Expenditures from the account may be used only for the purposes set forth in (b) of this subsection (4).
(b) (i) The treasurer shall annually distribute moneys in the play field and activity center account to each eligible county on a per-capita basis.
(ii) A county is eligible to receive a distribution under this subsection (4) if it has established a play field and activity center committee. The committee consists of one member of the county legislative body and one member from the city council of each city located wholly or partially within the county.
(iii) Moneys distributed to eligible counties under this subsection (4) may be expended upon authorization of the county=s play field and activity center committee. Expenditures may be used only for acquiring, developing, equipping, maintaining, or improving play fields and activity centers. For purposes of this subsection (4), Aactivity center@ includes but is not limited to youth centers and senior centers. Moneys distributed to counties under this subsection (4) may be used by counties for construction of a minor league baseball stadium.@
EFFECT: Moneys in excess of the debt service and reserves in the stadium and exhibition center account must be transferred to the play field and activity center account. Rather than being distributed by the Interagency Committee for Outdoor Recreation to cities and counties as competitive grants, the moneys will be distributed by the Treasurer on a per capita basis to counties that have established committees consisting of representatives from county and city legislative bodies. Counties may use the money for expenditures related to play fields and activity centers, including youth and senior centers, and counties may use the money for construction of a minor league baseball stadium.
