     On page 44, beginning on line 26, strike section 608, and insert:

ANEW SECTION. Sec. 608.  A person may not make contributions to any political committee or political committees, having the expectation of making expenditures in support or in opposition to the referendum measure provided under section 606 of this act, that in the aggregate exceed one thousand dollars.

     The total expenditures by all persons in support of the referendum measure provided under section 606 of this act may not exceed one hundred fifty thousand dollars.  The total expenditures by all persons in opposition to the referendum measure provided under section 606 of this act may not exceed one hundred fifty thousand dollars.

     The definitions in RCW 42.17.020 apply to this section.

NEW SECTION. Sec. 609.  Sections 606, 607, and 608 of this act are necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.@

EFFECT: Precludes any person from making contributions to political committees that support or oppose the referendum measure in excess of $1,000.  Limits the total expenditures by all persons in support of the referendum measure to $150,000.  Limits the total expenditures by all persons in opposition to the referendum measure to $150,000.
