      On page 22, after line 31, insert the following:

A(23)  $5,000,000 of the general fund--federal fiscal year 1999 appropriation is provided solely for implementing WorkFirst grants to community action agencies or other local nonprofit organizations.  The grants shall be used to provide job opportunities, transitional support services, one-on-one assistance, case management, and job retention services to basic skills training program participants.@

      On page 59, line 34, reduce the general fund--federal appropriation by $5,000,000

      Adjust the total accordingly

EFFECT:  Moves $5,000,000 of the Temporary Assistance for Needy Families (TANF) block grant funding from the Department of Social and Health Services (DSHS) to the Department of Community, Trade, and Economic Development (CTED) for community service activities under the WorkFirst program.

FISCAL IMPACT:

Increases Other Funds by $5,000,000.
