On page 5, beginning on line 7, strike all of subsection (4) and insert the following:
A(4) For the purpose of this section, Atemporary worker housing@ means a place, area, or piece of land where sleeping places or housing sites are provided by an employer for his or her employees or by another person, including a temporary worker housing operator, who is providing such accommodations for employees, for temporary, seasonal occupancy, and includes "labor camps" under RCW 70.54.110.@
On page 6, after line 9, insert the following:
ANEW SECTION. Sec. 8. A new section is added to chapter 43.330 RCW to read as follows:
(1) The department of community, trade, and economic development shall work with the advisory group established in subsection (2) of this section, to review proposals and make prioritized funding recommendations to the funding approval board that oversees the distribution of housing trust fund grants and loans to be used for the development, maintenance, and operation of housing for low-income farm workers.
(2) A farm worker housing advisory group representing growers, farm workers, and other interested parties shall be formed to assist the department in the review and priority funding recommendations under this section.@
Renumber the remaining section consecutively and correct the title of the bill.
EFFECT: The amendment: (1) allow the application of the code, plan review, permit process, construction inspection, and issuance of occupancy permit to any temporary worker housing; and (2) requires the Department of Community, Trade, and Economic Development (DCTED) must work with an advisory group to review and make priority recommendations for funding of housing for low-income farm workers. The advisory group consists of growers, farm workers, and other interested parties.
