    On page 6, line 2, after "department" insert ".  However, a person who both lives and works within the zip code area of any municipality with a population of three thousand or greater, as determined by the 1990 census, in a designated rural natural resources impact area county through which an interstate highway passes is not eligible for the additional benefit eligibility period, but a person living in an exempted zip code within twenty miles of a timber processing facility located in an eligible rural natural resources impact area and employing at least one hundred fifty persons is eligible for benefits"
