    On page 6, after line 8 insert the following:

    "(4) In order to develop the proposed agreement, the coordinating agency shall create a committee composed of, at a minimum, representatives of an environmental group, the affected community, the sponsor, and any agencies involved in the project.  Committee members must agree on the terms of any agreement before the agreement is approved by the coordinating agency.

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Requires the formation of a committee with community and environmental group membership to participate in  developing the agreement, and requires committee agreement to the terms of the environmental excellence program agreement.
