    On page 3, after line 23, strike all material through "College." on line 29, and insert the following:

    "(a) Fifty percent for the state board for community and technical colleges; and

    (b) Fifty percent for the four-year institutions of higher education."

    Beginning on page 3, line 32, strike all material through "treasurer." on page 4, line 4, and insert the following:

    "(3) Allocation of matching funds at the four-year institutions of higher education shall be prorated based on each institution's total enrollment."

    Renumber the remaining subsections consecutively.
