    On page 10, line 23, after "property," strike all the material down to and including "interest" on line 30 and insert "and the spouse has a valid driver's license and is in compliance with RCW 46.30.020, the spouse shall be entitled to the vehicle and the vehicle shall not be subject to forfeiture"
