AN ACT Relating to identification; adding a new chapter to Title 19 RCW; and prescribing penalties.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. (1) The following are official forms of establishing proof of identity:
(a) A valid or recently expired driver's license or instruction permit that contains the signature, date of birth, and a photograph of the person;
(b) A Washington state identicard or an identification card issued by another state that contains the signature and a photograph of the person;
(c) An identification card issued by the United States, a state, or an agency of either the United States or a state, of a kind commonly used to identify the members of employees of the government agency, that contain the signature and a photograph of the person;
(d) A military identification card that contains the signature and a photograph of the person;
(e) A United States passport that contains the signature and a photograph of the person;
(f) An immigration and naturalization service form that contains the signature and photograph of the person;
(g) A merchant marine identification card issued by the United States Coast Guard; or
(h) A liquor control authority card of identification issued by any state or province of Canada.
(2) Any other person or entity who issues cards, forms, or other documents purporting to identify the holder shall plainly label each card, form, or other document "not official proof of identification."
(3) Failure to comply with this section is a class 1 civil infraction.
NEW SECTION. Sec. 2. Section 1 of this act constitutes a new chapter in Title 19 RCW.
