AN ACT Relating to a performance audit of the department of labor and industries' claims administration; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. (1) The legislature finds that performance audit findings may include identification of potential cost savings and ways to improve service delivery. It is the intent of the legislature to review the department of labor and industries' claims administration within the industrial insurance system to assist the agency in developing its budget proposals and policymakers in evaluating proposals to improve agency efficiency and performance.
(2)(a) The joint legislative audit and review committee shall conduct a performance audit of claims administration within the insurance services division of the department of labor and industries. In addition to the standard items reviewed in a performance audit, the committee shall provide an evaluation of the efficiency with which the department operates the claims administration program and recommendations for improving efficiency. In conducting the audit, the committee shall use, to the extent the committee finds the standards relevant, performance measures or standards related to claims administration that are generally recognized in the insurance industry or standards generally followed by self-insured employers under the industrial insurance system.
(b) The committee shall report its findings to the appropriate committees of the legislature by December 1, 1997.
