WHEREAS, The legislature recognizes the value of teen employment as a critical component of the total educational experience; and
WHEREAS, The existing teen labor rules were adopted under unusual circumstances by a Department of Labor & Industries Advisory Committee; and
WHEREAS, The existing teen labor rules are difficult to accommodate within general business practices; and
WHEREAS, The real losers are kids who are deprived of jobs and the opportunity to learn about basic work skills, and who fail to realize the long-term benefits of such employment which the Urban Institute and other studies have documented;
NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, that a joint select committee on kids and employment be established to review the existing teen employment rules; and
BE IT FURTHER RESOLVED, That the committee consist of twelve members, two from each of the two largest caucuses of the House of Representatives and the Senate, and four business, labor, and educational leaders, all to be appointed by the Speaker of the House of Representatives and the President of the Senate, as appropriate; and
BE IT FURTHER RESOLVED, That the committee report its findings and recommendations to the legislature by December 1, 1998.
