AN ACT Relating to employment and training funds; creating a new section; and making an appropriation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. It is the intent of the legislature that adequate funding be available to meet the employment and training needs of dislocated workers and the capacity of training providers.
The legislature finds, however, that:
(1) Funding above that level is unnecessary and inappropriately removes capital from the economy;
(2) Employment has improved in the aerospace industry and certain other sectors; and
(3) It is reasonable to transfer a portion of the funds from the employment and training trust fund revenue stream to the unemployment compensation fund.
NEW SECTION. Sec. 2. The sum of four million eight hundred thousand dollars, or as much thereof as may be necessary, is appropriated and transferred for the biennium ending June 30, 1999, from the revenues collected under RCW 50.24.018 to the unemployment compensation fund established under RCW 50.16.010.
