AN ACT Relating to the method of allocating state funds to cities and towns; and amending RCW 43.62.020.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
Sec. 1. RCW 43.62.020 and 1979 c 151 s 128 are each amended to read as follows:
Whenever
cities and towns of the state are, by law, allocated and entitled to be paid
any funds or state moneys from any source, and the allocation and payment is
required to be made on a populations basis, notwithstanding the provisions of
any other law to the contrary, all such allocations shall be made on the basis
of the population of the respective cities and towns as last determined by the
office of financial management((: PROVIDED, That)). However,
the regular federal decennial census figures released for cities and towns
shall be considered by the office of financial management in determining the
population of cities and towns. Further, whenever the corporate boundaries
of a city or town abut a military base or reservation located in the
unincorporated area of any county or counties, and two or more gates of the
military base or military reservation go directly from the military base or
military reservation into the city or town, the population of the military base
or military reservation as last determined by the office of financial
management shall be added to the population of the city or town as last
determined by the office of financial management for the purposes of computing
and determining the amount of the allocation and entitlement of state moneys to
be paid to such a city or town.
For the purposes of this section, a gate from the military base or military reservation means a paved street, road, or public highway over which vehicular traffic may enter or exit the military base or military reservation, and which may be opened or closed by the military base or military reservation, regardless of whether it is opened to public travel or closed to public travel or whether its open-close status is subject to change by the military base or military reservation.
If more than one city or town abuts a military base or military reservation, with each having at least two gates, as described in this section, then the state shared revenues and entitlement that would be based on the population of the military base or military reservation shall be divided between or among either the cities or towns, or both, in the same proportion as the population of each city or town is to the total of the populations of the cities and towns.
