AN ACT Relating to developing a national research center for aviation history, space, and technology; adding a new chapter to Title 27 RCW; and making an appropriation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that the museum of flight in Seattle, Washington, offers visitors an unparalleled opportunity on the west coast to observe and learn about aviation and space history. The legislature further finds that the museum currently is home to the complete Hatfield collection of airline memorabilia from 1900 to 1960, the complete Elrey Jeppesen collection, and the Donald Douglas library. The legislature recognizes that the museum was recently rated first in overall satisfaction and first in educational value in a national survey conducted by Morely and Associates. The legislature further finds that the museum may continue to develop as one of the nation's finest museums with the addition of a national research center for aviation history, space, and technology. The center will enable the museum to increase public accessability to existing archives and serve as a study and research center for teachers and scholars throughout the northwest. The center will also contribute to the goal of making the museum of flight the finest nongovernment air and space museum in the nation by the year 2003.
NEW SECTION. Sec. 2. The national research center for aviation history, space, and technology account is created in the custody of the department of community, trade, and economic development. The museum of flight may match funds from the state on a dollar-for-dollar basis. Disbursements from the account may be on the authorization of the museum of flight. The account is subject to allotment procedures under chapter 43.88 RCW, but an appropriation is not required for expenditures.
NEW SECTION. Sec. 3. Sections 1 and 2 of this act constitute a new chapter in Title 27 RCW.
NEW SECTION. Sec. 4. The sum of seven hundred fifty thousand dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 1998, from the general fund to the department of community, trade, and economic development for the purposes of this act.
