AN ACT Relating to governmental actions affecting families; adding a new section to chapter 34.05 RCW; adding a new section to chapter 35.21 RCW; adding a new section to chapter 70.190 RCW; and providing an effective date.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 34.05 RCW to read as follows:
The agency head of any agency issuing a notice of a proposed rule under RCW 34.05.320 shall include as an attachment to such notice an assessment of the impact of the rule on the families of the state of Washington. The agency head shall be guided by the policies stated in RCW 74.14A.020 and 74.14A.025 and guidelines issued by the family policy council when preparing the assessment required by this section.
NEW SECTION. Sec. 2. A new section is added to chapter 35.21 RCW to read as follows:
(1) The chief administrative officer of any local government shall include as an attachment to any notice of a proposed ordinance or resolution issued by the local government an assessment of the impact of the ordinance or resolution on the families of the state of Washington. The chief administrative officer shall be guided by the policies stated in RCW 74.14A.020 and 74.14A.025 and guidelines issued by the family policy council when preparing the assessment required by this section.
(2) For the purposes of this section, "local government" means any city, town, county, special purpose district, political subdivision, municipal corporation, or quasi municipal corporation, including any public corporation created by such an entity.
NEW SECTION. Sec. 3. A new section is added to chapter 70.190 RCW to read as follows:
The family policy council shall develop guidelines for state agencies and local governments to follow when making the assessments required by sections 1 and 2 of this act.
NEW SECTION. Sec. 4. This act takes effect January 1, 1999.
