     Declares that the secretary of state shall provide administrative assistance and support to the Washington quality award council only to the extent that the legislature appropriates funds specifically designated for this purpose.

     Authorizes the Washington quality award council to develop private sources of funding, including the establishment of a private foundation.

     Provides that the council shall cease to exist on July 1, 1999.
