     Makes an appropriation of seventy-five million dollars from the motor vehicle fund to the department of transportation for the fiscal year ending June 30, 1999, for the construction of two additional lanes on state route number 522 from state route number 9 to the Snohomish River bridge in the vicinity of milepost 20.0, including interchanges at Paradise Lake Road and Fales Road.

     Requires the projects to be carried out by means of an alternative public works contracting procedure project using a design-build procedure.
