     Declares that, for the purposes of this act, "traffic offense" means a traffic offense that is a gross misdemeanor, misdemeanor, or infraction under Title 46 RCW or equivalent local law, and "boating offense" means a gross misdemeanor, misdemeanor, or infraction under chapter 88.12 RCW or equivalent local law involving the operation of a vessel.
