     Declares that a local government may not pay membership dues or provide compensation to a private entity for local government association purposes if the total amount of dues or compensation paid to the private entity by local governments, including interest earned on investment of such dues or compensation, constitutes two-thirds or more of the gross revenues of the private entity, unless, as a condition of receipt of the dues or compensation, the private entity agrees to the specified conditions.
