     Declares that no general authority or limited authority Washington law enforcement agency, as defined in RCW 10.93.020, may release internal affairs files or the personnel records of a general authority, limited authority, or specially commissioned Washington peace officer, as defined in RCW 10.93.020, to a party to a civil or criminal legal action, or to the attorney or other representative of such a party, without either a court order requiring the release or, in the case of personnel records, the express written consent of the officer whose personnel records are sought.
