Provides that school districts may expand basic educational kindergarten programs in one or more schools to full-day kindergarten programs beginning in the 1998-99 school year. The superintendent of public instruction shall adopt deadlines for a school district to notify the superintendent of public instruction that the district intends to operate a full-day kindergarten program in one or more schools to ensure that the superintendent of public instruction has sufficient time to allocate funds appropriately.
