(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Directs the department to implement a policy for protecting children placed in state-operated or state-funded residential facilities who are vulnerable to sexual victimization by other youth placed in those facilities who pose a moderate or high risk of sexually aggressive behavior.

     Requires a report on the implementation of the act by December 1, 1998.

     Requires an interim report by December 1, 1997.
