Declares it is the intent and purpose of this act to make immediate and continuing investment to restore and conserve the health of the state's watersheds, to foster voluntary watershed partnerships within and near fisheries and timber-dependent communities, to train and employ affected natural resource workers, to minimize the need to list species as threatened or endangered and promote the recovery of those species that remain listed, and to provide funds to continue the department of ecology's Washington conservation corps program.
Declares an intent that employment is at family wages with benefits for those who continue to be affected by economic dislocation.
Establishes the jobs for the environment restoration account in the state treasury.
Establishes the jobs for the environment task force within the department of natural resources.
Provides that, on or before June 30, 2000, the department of natural resources will prepare a report to the legislature evaluating the implementation of this act.
