     Provides that the municipality in which the institution is located shall establish the boundaries within which a homeowner may be granted exempt status, and the procedures necessary to ensure the availability of a parking space, which must be located directly adjacent to the residence of the requesting homeowner, for the exclusive use of the legal homeowner.
