     Requires contracts for management consulting, organizational development, marketing, communications, employee training, or employee recruiting to be made available for public inspection at least ten working days before the proposed starting date of the contract.  Competitive contracts in all other categories shall be effective no earlier than the date they are filed with the office of financial management.
