     On page 3, line 17, after ANEW SECTION. Sec. 3.@ strike AThis act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately.@ and insert AThe secretary of state shall submit this act to the people for their adoption and ratification, or rejection, at the next general election to be held in this state, in accordance with Article II, section 1 of the state Constitution and the laws adopted to facilitate its operation.@

EFFECT: Eliminates the emergency clause and inserts a referendum clause.
