     On page 3, line 9, after Aproposals.@ insert AThe committee shall prepare a written report documenting the process used to select the most qualified finalists and the successful finalist.  Copies of the request for proposal, all proposals received, and the written report shall be maintained in the contract file.@

EFFECT: Requires the evaluation committee to document the empirical data it relied upon and its screening process to choose the most qualified finalists and successful finalist.  This documentation must be keep in the contract file.
