     On page 1, line 9, after Afollows:@ strike everything through ARCW 76.09.020.@ on page 3, line 18, and insert:

AThe legislature finds that the forests and fish report as defined in RCW 76.09.020: (a) provides direction to the forest practices board, the department of natural resources, and the department of ecology with respect to the adoption, implementation, and enforcement of rules relating to forest practices and the protection of aquatic resources; (b) suggests that some of these costs be shared with the general public; and (c) provides for small landowners to have their costs covered for the extraordinary economic losses attributable to the revisions to the forest practices rules required by chapter . . . , Laws of 1999 (this act).

     The legislature also requests that the federal government equally, fairly and fully apply the requirements of the federal endangered species act on all parties and landowners within the state of Washington, including the state, local governments, federal entities and federally recognized tribes.

     Nothing in this act shall impair existing water rights.@

Effect: The Legislature finds that the Forests and Fish Report provides direction to the Forest Practices Board, the departments of Natural Resources and Ecology for the adoption of rules relating to forest practices; Suggests some costs related to these new rules be shared by general public; Compensates small landowners for economic losses attributable to the new forest practice rules; and requests federal government fully apply requirements of the federal endangered species act on all parties, including the tribes.
