     On page 6, line 2, after Arules.@ strike everything through Arecovery.@ on page 6, line 14, and insert the following:

A(7) Notwithstanding the adaptive management process outlined in Appendix L of the forests and fish report, the adaptive management process adopted by the forest practices board to review the forest practices implemented under the forests and fish report shall be conducted exclusively by the legislature.  The legislature shall review the success of the state=s forest practices regulations at recovering threatened and endangered salmon runs listed under the federal endangered species act every five years.  The legislative review shall include, where necessary, recommendations for reductions or other changes to the state=s forest practices regulations based on the success or failure of the current regulations to recover species listed under the federal endangered species act.@

     Effect: Changes the adaptive management process found in the Forests and Fish Report by giving the Legislature the authority to review the success of the new regulations on recovering listed species, and to make recommendations based on the success or failure of the regulations to recover listed species.
