     On page 3, line 19 after Arecovery@ strike everything down to and including Atime@ on line 26 and insert A, and there will be harm to salmon recovery if the project is delayed@

EFFECT:  Removes the requirement for project sponsors and lead entities to identify to the board that a project is one that must be performed under a legal obligation.  Removes the requirement for the board to consider the resources of the landowner.
