     On page 4, after line 5, insert the following:

     "NEW SECTION. Sec. 3.  If specific funding for the purposes of section 1 of this act, referencing this act by bill or chapter number, is not provided by June 30, 2000, in the omnibus appropriations act, section 1 of this act is null and void."

Correct the title.

EFFECT:  Specifies that the writ authority section is null and void if not funded in the budget (does not affect the section repealing the expiration of the 120-day permit requirement but expiring the local government liability waiver).
