     On page 2, line 12, after A(c)@ insert AFacilitate the broad deployment of technological improvements and advanced telecommunications services to underserved areas or underserved customer classes;@

     Renumber the remaining sections consecutively and correct internal references accordingly.

     On page 2, line 36, after Aplan.@ insert AThe plan must also contain a proposal for ensuring adequate carrier-carrier service quality, including ratepayer service quality standards, or performance measures, and appropriate enforcement or remedial provisions in the event the company fails to meet service quality standards or performance measures.@

EFFECT: Under served areas will be considered by the commission to determine whether an AFOR is appropriate.  The AFOR plan must consider carrier to carrier and ratepayer service quality standards, and enforcement measures if the company does not meet those standards.
