    On page 4, after line 29, insert the following:

    "(17) Nothing in this section shall be construed as limiting a public body's authority to award public works contracts on a work order basis to the lowest responsible bidder based upon hourly rates and applicable markups in accordance with other statutory public contracting procedures."
