    On page 18, after line 34, insert the following:

    "The department shall develop a plan for charging these fees.  The plan shall include a proposed schedule for rule making under this section and a projection of revenues from these fees.  The initial plan shall be delivered to the legislature by September 1, 2000, and shall be updated every two years thereafter."

    On page 35, after line 27, insert the following:

    "NEW SECTION. Sec. 224.  The department may charge reasonable fees to cover costs for conferences, workshops, and training purposes and to expend those fees for the purposes for which they were collected."

    Renumber the remaining sections consecutively and correct any internal references accordingly.

    On page 36, line 2, after "under" strike "RCW 43.210.110" and insert "sections 224 and 225 of this act"

    On page 36, line 6, after "under" insert "sections 224 and 225 of this act, and"

    On page 36, after line 7, insert the following:

EFFECT:  Clarifies that both the department of community development and the department of trade and economic development are authorized to charge fees for conferences.  Requires both the department of community development and the department of trade and economic development to develop a plan for charging fees.  Makes other technical corrections.
