    On page 2, beginning on line 31, strike all material through "service." on line 35, and insert the following:

    "NOW, THEREFORE, Your Memorialists respectfully pray that Congress pass legislation to restore and revitalize federal funding for the Land and Water Conservation Fund for the purchase of lands east of the Mississippi river and for lands which, as of January 1, 1999, would not cause any net increase in acres of federal or state-owned land in each state for purchases west of the Mississippi river.  We pray that Congress create a new dedicated fund for state-level fish and wildlife management, which would be administered by the United States fish and wildlife service."
