    On page 2, after line 2, insert the following:

    "NEW SECTION. Sec. 2. The infant child care rate paid by the state for recipients' children is hereby increased by twenty percent beginning July 1, 1999."

    Renumber the sections consecutively and correct any internal references accordingly.
