EFFECT:  Corrects a drafting error.  The substitute bill adopted by EQWR committee increased the portion of appropriated funds allocated to local government from "no less than 50%" to "no less than 2/3."   This amendment makes the portion of funds allocated to technical assistance and education consistent with this change.
