EFFECT: Removes unnecessary impediments to contracting out by deleting requirement that contracting out must result in demonstrated savings or efficiency improvements. Notification and consultation with an exclusive bargaining representative prior to contracting out is not required. The decision to contract out is not subject to collective bargaining.
