    On page 3, line 20, after "watercraft" insert ", except for a personal watercraft that is actually operated by the person or persons being towed and no person is on the personal watercraft"

EFFECT:  Retains an exception for remote control personal watercraft that allows a person to water ski on a personal watercraft without a driver and observer.
