    On page 7, after line 11, insert the following:

    "(5) Funding under this section shall not become part of the state's basic program of education obligation as set forth under Article IX of the state Constitution."

EFFECT:  Reinstates language from the original Senate Bill 5418 that specifically provides that the accountability implementation funds are not part of basic education.
